                                                                Article I
                                                  General Regulations
 
All members, eligible as prescribed in Article III, Section 3.01 of the Bylaws, are considered to be under the jurisdiction of the CTUA.
 
All members shall be governed by the rules and laws of the game of tennis as accepted or as contracted by CTUA.
 
All tournaments, matches or exhibitions played for prize money or amateur tennis events conducted by clubs, organizations, associations, promoters, or sponsors to be officiated by CTUA under contract shall be played by rules mutually agreed to as specified on such aforesaid contract or contracts.
 
                                                             Article II
                                                            Affiliation
 
CTUA is a Colorado organization with its principal activities and jurisdiction within the greater Colorado Tennis Association area. CTUA is affiliated with the USTA through the Intermountain Tennis Association (ITA) and the Colorado Tennis Association (CTA).
 
                                                           Article III
         Conditions Governing CTUA Members-Single Source Rule
 
Assignments and fees at USTA, ITA (collegiate) and prize money events:
The jurisdiction of the Colorado Tennis Umpires Association, Inc. (CTUA) is defined as the State of Colorado. To ensure uniform and consistent officiating and to maintain high professional standards, the CTUA strives to serve as the single point for scheduling and assigning umpires to events within its jurisdiction. To that end, CTUA officials are not permitted to seek or accept assignments at events that have not been approved and scheduled by the Board, whose responsibility it is to oversee all scheduling and event assignments. Event / Tournament Director preferences or requests for specific officials will always be honored and approved based upon the availability and good standing of the official(s) being requested.
Any official taking independent action to schedule his/her own work or to accept an assignment offered to him/her without Board approval, and in contradiction to the preceding will be suspended from CTUA for a period of one year and will not receive assignments from CTUA while under said one year suspension. A member who has received a notice of suspension under this Article shall have the right to appeal, in writing, to the Board within 14 days of having received the notice of suspension.
 
From time to time the Board may make certain exceptions to this Rule based upon:  1) long standing event relationships that existed prior to the adoption of “Article III – Single Source Rule”; 2) Direct Board involvement (conversation) with an event Tournament Director and/or the official requesting an exception. It must be clear that hiring officials outside of the CTUA umbrella would benefit the event, while not compromising the CTUA’s commitment to uniform and consistent officiating and high professional standards.
Furthermore, when exceptions to this Rule are approved, members are prohibited from working for anything less than the current minimum fee that has been established each year by the CTUA Board. Any official accepting or agreeing to work for less than the minimum fee will be subject to the same suspension and appeal provisions as described in the preceding.
Members may officiate without restriction in tennis events outside of the jurisdiction of CTUA.
 
Charitable events: The Board shall determine on a case-by-case basis whether a tennis event qualifies as a charitable event.  Subject to such stipulation, CTUA members may choose to volunteer their time to officiate at charitable events.
        
 Standards of Conduct: All members under the jurisdiction of CTUA are bound by dedication and duty to encourage and maintain high standards of professional conduct and fair play. Members are under an obligation to avoid acts which may be considered detrimental to the game of tennis or to the organization and integrity of CTUA. Such acts include, but are not limited to the following:
 
a. Officiating for any prize money or in an amateur tennis event within the jurisdiction of CTUA but
unauthorized by CTUA.
 
b. Failure to report on time for any given tennis officiating assignment.
 
c. Failure to wear the prescribed dress when on an officiating assignment.
d. Association with professional gamblers or betting on any tennis event in which said official is working.
 
e. Accepting goods, services, or money for officiating CTUA authorized tennis events outside of the CTUA contractual agreement.
 
 f. Selling complimentary tickets.
The Board shall have the power to suspend or terminate the membership of any member for inefficiency, unreliability, inactivity, or for behavior detrimental to the interests of CTUA or to the game of tennis.  A member affected by a decision of the Board shall have the right to present their objection, in writing, to the Board within fourteen (14) days after notification of said Board action, for review and reconsideration.
 
                                                                Article IV
                                                               Dress Code
 
When on assignment, all members shall be required to adhere to CTUA prescribed dress code.
 
                                                                 Article V
                                                            Amendments

These Rules shall be subject to amendment and new Rules that are not in conflict with the Articles of Incorporation or Bylaws may be made by a majority vote of the Board.
